Start tracing the main guidelines of the Protocol ("Protocol between the Government of the Italian Republic and the Council of Ministers of the Albanian Republic”) and its connections with the new European Pact on Migration and Asylum (see attached a useful summary from GA Against the Pact - CEAS Watch: https://nextcloud.sea-watch.org/s/B8ML2XWTptPP2nj). Everyone is asked to bring his contribution to define the elements of the analysis. On 2 September (18.00-20.00 CET) GA Against the Pact (CEAS Watch) will hold a special briefing on the new EU law on the detention and deportation of migrants (also known as the Return Regulation). Based on the elements above, define strategies to put on an effective communication with a campaign that leading to the anniversary of the Protocol should raise consciousness over administrative detention pushing the issue at the heart of the political discussion

Together with the communication campaign, on 1st and 2nd November public assemblies will be held by local organizations in Albania (Shengjin and Tirana) to arise awareness in the population of the inhuman conditions of migrants detained in the detention center of Gjadër and in the colonial project drawn by the Protocol. Along with the assemblies an action of protest at the detention center in Gjadër will be organized : presentation of the program and discussion about its development.

Wir beginnen mit der Untersuchung der wichtigsten Leitlinien des Protokolls („Protokoll zwischen der Regierung der Italienischen Republik und dem Ministerrat der Albanischen Republik“) und deren Verbindungen zum neuen Europäischen Pakt zu Migration und Asyl (siehe beigefügt eine nützliche Zusammenfassung von GA Against the Pact – CEAS Watch: https://nextcloud.sea-watch.org/s/B8ML2XWTptPP2nj). Jede*r ist gebeten, einen Beitrag zur Definition der Elemente der Analyse zu leisten. Am 2. September (18.00–20.00 Uhr MEZ) hält GA Against the Pact (CEAS Watch) ein spezielles Briefing zum neuen EU-Gesetz zur Inhaftierung und Abschiebung von Migranten (auch bekannt als Rückführungsverordnung) ab. Auf Grundlage der oben genannten Elemente sollen Strategien für eine wirksame Kommunikation mit einer Kampagne entwickelt werden, die im Vorfeld des Jahrestages des Protokolls das Bewusstsein für Verwaltungshaft schärfen und das Thema in den Mittelpunkt der politischen Diskussion rücken soll.

Im Rahmen der Kommunikationskampagne veranstalten lokale Organisationen in Albanien (Şengjin und Tirana) am 1. und 2. November öffentliche Versammlungen, um die Bevölkerung für die unmenschlichen Bedingungen der inhaftierten Migranten im Internierungslager Gjadër und das im Protokoll vorgesehene Kolonialprojekt zu sensibilisieren. Parallel zu den Versammlungen wird eine Protestaktion im Internierungslager Gjadër organisiert: Präsentation des Programms und Diskussion über dessen Entwicklung.
